WhatsApp Business API in the UAE: What It Really Costs in AED and How to Choose a Provider

A property broker in Business Bay gets three quotes for the WhatsApp Business API. One says AED 149 a month. One says AED 380. One says "contact sales." None of them clearly says what Meta charges per message, whether that's marked up, or what the bill will look like after sending 2,000 viewing reminders and one off-plan launch. That's the problem this guide solves. We convert Meta's UAE rates into dirhams, show what providers add on top, work out five real monthly bills, and give you a short checklist for comparing quotes, whether you're in Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah, Umm Al Quwain or Al Ain.

By the On Cloud API team · Meta UAE rates checked

Disclosure. On Cloud API is a Meta Tech Provider and sells WhatsApp Business API access, so we're one of the providers you might compare. We're based in Pakistan and support UAE businesses online, with no office in the UAE. The rates and checklist below apply whichever provider you pick.

Short answer: how much does the WhatsApp Business API cost in the UAE?

You pay Meta per delivered template message plus your provider's fee. Messages to UAE numbers cost $0.0576 (about AED 0.21) for marketing and $0.0157 (about AED 0.06) for utility or authentication. A business sending 3,000 updates and 2,000 promotions a month pays roughly AED 600 to Meta, before the provider's monthly plan.

Key takeaways

  • Meta's price is the same in every emirate. It depends on the customer's country code, not on whether you're in Dubai or Fujairah.
  • 1,000 marketing messages to UAE numbers cost about AED 212 in Meta fees. 1,000 utility messages cost about AED 58.
  • Most of the difference between quotes comes from the provider: monthly platform fees, per-message markups, setup fees and paid add-ons.
  • Ask every provider for the same four numbers before you compare: monthly fee, setup fee, markup per message, and what's included.
  • A small shop answering its own chats on one phone doesn't need the API. The free WhatsApp Business App is enough.

What are Meta's WhatsApp rates for UAE numbers, in USD and AED?

Meta prices each delivered template by category and by the recipient's country. For UAE numbers: marketing $0.0576, utility $0.0157, authentication $0.0157, and authentication-international $0.0510. Converted at the fixed rate of AED 3.6725 to the dollar, that's about AED 0.212, 0.058, 0.058 and 0.187 per message.

CategoryUsed forUSD per messageAED per messageAED per 1,000

A few details that change the real bill:

  • Replies to customers: when a customer messages you first, you can reply with normal messages inside the open service window without using a template. Meta's pricing page lists these as free; some providers report a change from 1 October 2026 involving a monthly free allowance per number, so check how your provider bills them.
  • Volume tiers: Meta offers lower utility and authentication rates at high monthly volumes. Most SMEs won't reach them.
  • Billing currency: Meta usually bills in US dollars. Because the dirham is pegged, the AED figures above stay stable unless Meta changes the dollar rate.
  • Rate changes: Meta revises rates on 1 January, 1 April, 1 July and 1 October. Our country rate guide tracks each change.

One pricing page you'll find online quotes "AED 0.04 per utility message" and talks about 24-hour conversation fees. Meta moved from conversation pricing to per-message pricing in 2025, and that page also says its figures are India's rates. Always check which country and which pricing model a quote is based on.

What do WhatsApp API providers in the UAE charge on top of Meta?

Providers charge for the software you use every day: the shared inbox, templates, campaigns and chatbots. That usually means a monthly plan, sometimes a setup fee, sometimes a margin on each Meta message, and extra charges for agents, AI or integrations. Published monthly plans in the UAE range from free platform access to several hundred dirhams a month.

Fee typeWhat to askWhy it matters
Monthly platform feeWhat's included, and how many agents?A cheap plan with 2 agents can cost more once your team grows
Per-message markupDo you add anything to Meta's rate?A 20% markup on 5,000 marketing messages is about AED 211 a month
Setup or onboarding feeOne-time or recurring? Refundable? Some quotes hide a large first-month cost here
Add-onsAI agent, flow builder, CRM pipeline, extra numbersThese often decide the real monthly total
Billing periodMonthly or annual? Discount for annual?Annual billing saves money only if you're sure you'll stay

For reference, On Cloud API's plans are $9.99, $19.99, $29.99 and $39.99 a month (about AED 37, 73, 110 and 147), with 5, 10, 15 or 20 agent seats and a one-time setup fee. We state that we don't add a markup to Meta's message rates. The AI agent, flow builder and sales pipeline are paid add-ons. We don't offer a free trial, but we'll walk you through the setup before you pay. Full details are on the pricing page.

What does a real monthly bill look like for a UAE business?

For most UAE SMEs, Meta's fees land between AED 85 and AED 600 a month, and the provider's plan is added on top. Marketing messages drive the bill: 2,000 promotions cost more than twice as much as 3,000 booking updates. Businesses that mostly answer incoming chats pay far less than those that broadcast.

Example businessMonthly template messagesMeta feesWith On Cloud API plan
Real estate brokerage, Business Bay3,000 viewing confirmations and reminders (utility); 2,000 off-plan launch messages to opted-in leads (marketing)$162.30 (AED 596)$182.29 (AED 669), Growth
Dental or medical clinic, Sharjah2,500 appointment reminders (utility)$39.25 (AED 144)$49.24 (AED 181), Standard
Online store on Shopify, Dubai4,000 order and delivery updates (utility); 800 cart reminders (marketing)$108.88 (AED 400)$128.87 (AED 473), Growth
Typing and visa services centre, Ajman1,500 application status updates (utility)$23.55 (AED 86)$33.54 (AED 123), Standard
Fintech app, Abu Dhabi20,000 login OTPs (authentication)$314.00 (AED 1,153)$343.99 (AED 1,263), Scale

Look at the brokerage. Its 3,000 utility messages cost AED 173; its 2,000 launch messages cost AED 423. Sending the launch only to leads who asked about that area or budget, say 600 instead of 2,000, cuts the Meta bill by almost AED 300. The fintech example has a different lesson: if the WhatsApp account belongs to a company registered outside the UAE, Meta may charge the authentication-international rate, which would make the same 20,000 OTPs cost $1,020 instead of $314. Confirm which rate applies before you launch OTPs at scale.

Does the price or setup change between Dubai, Abu Dhabi, Sharjah and the other emirates?

No. Meta charges by the customer's country code, so Ajman pays the same as Dubai Marina. Setup is online everywhere, and mainland and free-zone companies verify the same way. What differs between emirates is your customer mix, your language needs and whether you want someone to visit in person.

"Near me" isn't really how this service works. Any provider can set you up remotely. If you want on-site training for your team, choose a provider with staff in your emirate; we support UAE businesses online only.

What do UAE businesses automate first on WhatsApp?

The first messages are almost always the ones customers already ask about: viewing or appointment confirmations, application or order status, payment reminders and delivery times. These are utility templates at about AED 0.06 each. Promotions come later, sent only to customers who agreed to them, because they cost nearly four times as much.

How should UAE businesses handle Arabic templates and Arabic chatbots?

Approve each template in both Arabic and English, with the same variables in the same order, and send the version that matches the customer's language. For chatbots, start with buttons in both languages rather than free-text Arabic understanding. Gulf dialect, Arabizi and mixed English make free-text bots error-prone, so always offer a route to a person.

  • Language tag: store each contact's preferred language and send the matching template automatically.
  • Right-to-left layout: keep Arabic templates short; long mixed Arabic-English lines can display awkwardly on some phones.
  • Numbers and dates: decide whether to use Western or Arabic-Indic digits and stay consistent.
  • AI agents: an AI agent that answers from your own documents can handle Arabic questions better than a fixed menu, but test it with real customer messages before going live. Read chatbot vs AI agent.

Which WhatsApp API features do UAE businesses actually use?

Most businesses use a handful: a shared multi-agent inbox, approved templates, contact tags and segments, scheduled and bulk campaigns, interactive buttons and lists, a no-code chatbot, and delivery and read reports. Payment reminders, appointment reminders and feedback requests are built from these. Fancier features matter less than keeping templates relevant.

Contact segmentation and opt-in managementSend offers only to the right, consenting customersContacts and tags included

Ask any provider for a live demo of the inbox your staff will use daily. That screen matters more than a long feature list. Our shared inbox guide shows what good looks like, and automating safely covers bulk sending without risking the number.

Which local tools can connect to the WhatsApp Business API in the UAE?

Almost any system with an API or webhooks can trigger WhatsApp templates and receive replies through the Cloud API, either directly or through Make, Zapier or n8n. In the UAE that commonly means Shopify, WooCommerce, Magento, Salla or Zid stores, Odoo or ERPNext, Zoho, HubSpot or Dynamics CRMs, and payment gateways such as Telr or PayTabs.

Tool typeExamplesTypical WhatsApp use
E-commerceShopify, WooCommerce, Magento, Salla, ZidOrder confirmed, shipped, cart reminder
Payment gatewaysTelr, PayTabs, Network InternationalPayment link in a template, payment received confirmation
ERP and POSOdoo, ERPNext, Microsoft Dynamics 365, LoyverseInvoice sent, delivery note, payment reminder
CRMZoho CRM, HubSpot, Pipedrive, SalesforceLead follow-up, deal stage updates, chat history on the contact
Lead sourcesFacebook Lead Ads, Click-to-WhatsApp ads, website formsInstant reply to a new lead
Workflow tools and sheetsMake, Zapier, n8n, Google Sheets, SlackSimple triggers without custom code; team alerts
Hosting and billingWHMCSInvoice due, service suspended, ticket replies

Two cautions. Marketplaces such as Amazon have their own rules about contacting buyers outside the marketplace, so read them before sending WhatsApp messages to marketplace customers. And a native "one-click" connector isn't always available; sometimes the integration is a webhook plus a few lines of code. Our integration guide shows both approaches.

How do you compare WhatsApp API providers in the UAE, and can you switch later?

Compare on the same monthly volume, not on headline plan prices. Ask each provider for one written quote covering Meta fees, markup, plan, agents and add-ons. Check that the account sits in your own Meta portfolio, so you can leave. Switching later is possible: Meta has a documented process for moving a number between providers.

Names you'll see when searching in the UAE include 360dialog, Twilio, Infobip, CEQUENS, Route Mobile, Direct7 Networks, SleekFlow, WATI, Respond.io, Interakt, AiSensy, Zoko, Picky Assist, YCloud and On Cloud API. Their pricing and features change often, so rather than repeating reviews or price lists here, send every shortlisted provider the same request:

  1. "Our monthly volume is X utility and Y marketing messages to UAE numbers. What's the total, line by line?"
  2. "Do you add anything to Meta's per-message rate?"
  3. "How many agents are included, and what does each extra one cost?"
  4. "Is the WhatsApp account created in our Meta business portfolio?"
  5. "What are your support hours and languages, and is there anyone in the UAE?"

If you're already with a provider and want to move, turn off two-step verification on the number first. Approved templates in good standing are copied across; the quality rating is not, and chat history isn't part of the move. Our migration guide covers the steps, and official versus unofficial APIs explains why QR-code bulk tools aren't an alternative.

What do you need to set up the WhatsApp Business API in the UAE?

A Meta business portfolio, a phone number that can receive a code, a display name that matches your brand, and business documents for Meta's verification, which for most UAE companies means the trade licence. Mainland and free-zone licences both work. You can start before verification with limits, but verification is needed to grow sending volume.

  1. Documents: trade licence (mainland or free zone) with the legal name exactly as you enter it on Meta, plus a website or official address if asked.
  2. Number: a new UAE number, or your current WhatsApp Business App number through Coexistence if it qualifies.
  3. Display name: it should match your trade name or brand; Meta can reject names that don't.
  4. Templates: start with five utility templates in Arabic and English.
  5. Consent: record how each customer agreed to receive marketing messages. The UAE's personal data protection law also applies to how you store contact data.
  6. Limits: new accounts can start conversations with 250 different people a day, rising with good quality, so set up a few weeks before a launch or sale.

Our step-by-step setup guide walks through each screen. If you also want the green verified badge, see our UAE verified badge guide. This page isn't legal advice; check consent and data rules for your business.

Frequently asked questions

How much does WhatsApp Business API cost per message in the UAE?

Meta charges by the recipient's country and message type. For UAE numbers, marketing costs $0.0576 (about AED 0.21), and utility and authentication cost $0.0157 (about AED 0.06) per delivered template. Your provider's monthly plan is charged separately.

Is the price different in Dubai, Abu Dhabi or Sharjah?

No. Meta charges by the customer's phone number country, not by where your business sits. A business in Ajman, Ras Al Khaimah or Dubai Marina pays the same Meta rate. Provider plans may differ, but not because of the emirate.

What does WhatsApp API cost per 1,000 messages in AED?

About AED 212 for 1,000 marketing messages and about AED 58 for 1,000 utility or authentication messages to UAE numbers, using the fixed rate of AED 3.6725 per dollar. Add your provider's monthly fee and any markup.

Do I need a trade licence to get the WhatsApp Business API in the UAE?

For full use, yes in practice. Meta's business verification asks for official documents showing your legal name and address, and in the UAE that is usually the trade licence. Mainland and free-zone licences both work. Unverified accounts start with tighter limits.

Is there a free trial for the WhatsApp Business API in the UAE?

Some providers offer trials. On Cloud API does not, but we show you the setup before you pay. Meta's message fees apply from the first template you send, whichever provider you use, so a trial covers the software rather than the messages.

Can I get WhatsApp API with Arabic support?

Yes. Meta accepts templates in Arabic, and you can approve an Arabic and an English version of each one. For chatbots, buttons in both languages work more reliably than free-text Arabic understanding, especially with Gulf dialect and Arabizi.

Can I connect WhatsApp API to Shopify, Odoo, Zoho or Telr?

Yes. Systems with an API or webhooks can send WhatsApp templates and receive replies through the Cloud API, directly or through Make, Zapier or n8n. Some tools have ready connectors; others need a small custom integration.

How do I compare WhatsApp API providers in the UAE?

Give every provider the same monthly volume and ask for a line-by-line quote: Meta fees, any markup, monthly plan, agents included, setup fee and add-ons. Also confirm the account is created in your own Meta business portfolio so you can switch later.

Can I move from 360dialog, WATI or another provider to a new one?

Yes. Meta documents a process for moving a number between providers. Turn off two-step verification first. Approved templates with good quality are copied, but the quality rating and old chat history do not move with the number.

Is it legal to send bulk WhatsApp messages in the UAE?

Using the official WhatsApp Business API is the route Meta supports, but you still need customers' consent for marketing and must follow WhatsApp's policies and UAE data protection rules. Unofficial QR-code bulk senders break WhatsApp's terms. This is not legal advice.
