Three ways to pay Meta less

1,000 free service replies a month

When a customer messages you, a 24-hour customer service window opens. Since 1 October 2026, each business number gets 1,000 free replies inside that window per month; after that, and for any utility template sent inside the window, Meta bills its utility rate.

Click-to-WhatsApp ads open 72 free hours

If a customer reaches you from a Click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, every message to them for the next 72 hours is free.

Utility and authentication get cheaper with volume

Meta applies volume tiers to utility and authentication messages, counted across your whole business portfolio each month — the more you send, the lower the rate.

Getting started

Requirements for WhatsApp Business API in Pakistan

Documents you’ll need

These are the documents Pakistani businesses most commonly use for Meta business verification — Meta makes the final decision on what it accepts.

  • SECP certificate of incorporation, or an NTN certificate from FBR for sole proprietors
  • A utility bill or bank statement showing the business name and address
  • A business website or social page that matches the registered name
  • A phone number that is not active on the WhatsApp or WhatsApp Business app

Setup in four steps

Most businesses finish the first three steps in about 10 minutes.

  1. Connect your numberSign up and link a number that isn’t active on the WhatsApp app.
  2. Verify your businessSubmit the documents above in Meta Business Manager — usually 24–48 hours.
  3. Get templates approvedSubmit marketing, utility or authentication templates for Meta’s review.

WhatsApp API in Pakistan

What Pakistan businesses ask before they switch

Urdu templates and COD confirmation for Pakistani stores

Meta approves message templates in Urdu as well as English, so order updates and reminders can go out in the language your customers reply in. For ecommerce, the biggest win in Pakistan is cash-on-delivery: a WhatsApp confirmation with Confirm / Cancel buttons before dispatch cuts fake orders and returns. See how it works for ecommerce and COD stores, or read our guide to COD order confirmation and RTO reduction.

Sales teams: a WhatsApp CRM, not just a broadcast tool

Most Pakistani businesses start with bulk messaging and then hit the same wall — leads scattered across agents’ phones. The API lets several agents answer one verified number from a shared inbox, with a sales pipeline and an AI agent on top. That setup is covered in detail on our WhatsApp CRM Pakistan page, and city-specific details are on WhatsApp API in Karachi, Lahore and Islamabad.

Straight answers

What Pakistan buyers push back on

“We already blast messages with a bulk sender for a fraction of this.”

That is the honest comparison most Pakistani businesses are making, and the grey tool is genuinely cheaper until the number dies. When it does you lose the number, the chat history and whatever trust that number carried, and customers who saved it stop reaching you. The API costs more per message and gives you something the bulk tool never could: a number that survives, several agents answering it at once, and delivery you can actually see.

“Our customers reply in Urdu and our staff type in Roman Urdu.”

Both work. Meta approves templates written in Urdu script, and once a customer messages you, replies inside the 24-hour window are free-form — Urdu, Roman Urdu or English, whatever your team actually types. The practical advice is to keep your approved templates in the script your customers read and let agents answer however they normally would.

“We bill in rupees and the pricing here is in dollars.”

Meta does not publish a PKR rate card, so conversations are priced in USD and your platform plan is billed in PKR through JazzCash, Easypaisa or bank transfer. What that means in practice is that your per-message cost moves with the exchange rate, even though the subscription itself is a fixed PKR amount. The rate table on this page shows Meta’s USD figures, which is what your message spend is calculated from.

Choosing a provider

How to choose a WhatsApp API provider in Pakistan

  • Is it an official Meta partner? Only Meta’s Business Solution Providers and Tech Providers can give you the real API.
  • Are per-message rates published? Ask whether Meta’s rates are passed through at cost or marked up — see the markup layer most providers don’t publish.
  • Can you pay the way you already do? On Cloud API bills in PKR via JazzCash, Easypaisa, Raast, Bank transfer.
  • Is the team inbox included? Check how many agent seats come with the plan before you compare prices on WhatsApp API pricing plans.
  • Can you leave with your number? Your number should be migratable to another provider — no lock-in.
  • Do they cover your industry? Look for ready flows for sectors like ecommerce, healthcare and education.
Why On Cloud API for Pakistan

Built for Pakistan Businesses

💸

Stop Paying Platform Markup

A reseller sets its own per-message price and does not have to show you Meta's. We're a Tech Provider: Meta's published rate is what you pay, and our charge is the flat platform fee.

🚫

Off the Grey-Tool Treadmill

Unofficial bulk senders get numbers blocked because Meta treats them as automation abuse. The official API is the sanctioned route — your number stays within Meta’s rules as long as your templates and opt-ins do.

Plain English

The terms you’ll meet while setting this up

Every provider uses these words on day one and almost none of them explain what they mean. Here they are, in the order you’ll run into them.

WhatsApp Business Platform
Meta’s official product for business messaging at scale. “WhatsApp Business API” is the older name for the same thing and the two are used interchangeably. It is not the free WhatsApp Business app.
Cloud API vs On-Premise API
Two ways the Platform used to be reached. Cloud API is hosted by Meta and is what everyone uses now. The On-Premises API ran on your own servers and Meta has retired it, which is why migration guides still turn up in search. On Cloud API runs on the Cloud API.
WABA (WhatsApp Business Account)
The container Meta creates for your business. It holds your phone numbers, your message templates and your quality rating. You own it; a provider connects to it.
Embedded Signup
Meta’s hosted popup that links your Facebook Business account and phone number to a provider. This is the ten-minute part of setup — the waiting is business verification, not this.
Message template
A pre-written message Meta reviews before you may send it to someone outside an open conversation. Categories are marketing, utility and authentication, and the category sets the price.
24-hour customer service window
When a customer messages you, you can reply freely for 24 hours. Each business number gets 1,000 of these replies free per month; beyond that Meta bills the utility rate. After it closes you need an approved template, which is billed.
Quality rating
A green/yellow/red score Meta gives each number, driven mostly by blocks and “report” taps. It is the thing that actually governs whether your number stays healthy, not your sending volume.
Messaging limit
How many unique customers you may start conversations with in a rolling 24 hours. New numbers begin on a low starter tier; once you are business-verified the tier steps up through 1,000, 10,000 and 100,000 to unlimited, provided your quality rating holds.
Business verification
Meta checking your company is real, using registration documents. It lifts your messaging limits and is a prerequisite for applying for the verified badge. Turnaround varies; mismatched company names are the usual reason it drags.
Verified badge (blue tick)
The badge next to your business name. Meta used to show it in green and now shows it in blue, so older guides and newer ones describe the same thing. Meta grants it at its own discretion based on how notable your brand is—no provider can issue one or promise you one.
Coexistence
A newer Meta option that lets a number keep working in the WhatsApp Business app while also running on the API, so you can move across without losing your chat history.
Tech Provider vs BSP
The two Meta partner types that change what you pay. A Business Solution Provider resells the messaging and prices it itself. A Tech Provider supplies the software while Meta’s published rates apply. On Cloud API is a Tech Provider.

FAQ

WhatsApp API Pakistan — Common Questions

What is the price of WhatsApp Business API in Pakistan?

Two parts. The platform plan starts at $9.99/month, payable in PKR. On top of that Meta bills per template message you send, at its published rate for Pakistan, which we pass through with 0% added. Your first 1,000 replies inside the 24-hour customer service window each month are free. The rate table further down this page shows the current figures.

Is the WhatsApp API legal to use in Pakistan?

Yes. The WhatsApp Cloud API is Meta’s own product and is available to Pakistani businesses; On Cloud API connects you to it as a Meta-Verified Tech Provider. What matters for staying live is how you use it: message only people who opted in, keep template content inside Meta’s Business Messaging Policy, and watch your quality rating. Unofficial bulk tools break those rules by design, which is why numbers on them get blocked.

Can I send bulk WhatsApp messages in Pakistan without getting blocked?

Broadcasting is a native, supported feature of the official API — unlike grey tools, you are not working against Meta. Your number’s health then comes down to your own list: send to people who opted in, keep marketing templates relevant, and Meta’s quality rating stays green. Too many blocks or “report” taps will lower your messaging limit whichever provider you use, so we flag a falling rating before it costs you reach.

Which payment methods are available in Pakistan?

We accept JazzCash, Easypaisa, Raast and bank transfer, plus international cards. You are billed in PKR — no foreign-currency account needed.

Can I send WhatsApp API messages in Urdu?

Yes. Meta approves message templates in Urdu, and free-form replies inside the 24-hour customer service window can be in any language, so you can support customers in Urdu and English from the same number.

What documents are needed for WhatsApp Business API in Pakistan?

Pakistani businesses usually verify with an SECP certificate of incorporation or an FBR NTN certificate, plus a utility bill or bank statement showing the business address. You also need a number that is not active on the WhatsApp app. Meta decides the final acceptance.

Can the WhatsApp API confirm COD orders in Pakistan?

Yes. A utility template with Confirm and Cancel buttons can be sent automatically when an order is placed, and the reply updates the order in Shopify, WooCommerce or your own system before dispatch.

Is the WhatsApp Business API free?

No. The free product is the WhatsApp Business App. The API has Meta per-message charges plus a platform fee, in exchange for bulk messaging, chatbots, a multi-agent shared inbox and CRM integration that the free app cannot provide.

How long does it take to set up the WhatsApp Business API in Pakistan?

The technical connection takes about 10 minutes through Meta’s Embedded Signup. Meta business verification is reviewed separately and is usually back within a couple of days, though it can take longer if your documents need a second look.

What is Meta verification and the blue tick?

Business verification confirms your company’s identity in Meta Business Manager, using your registration documents. It is what raises your messaging limits. The verified badge (the blue tick) is a separate thing: Meta grants it at its own discretion based on how notable your brand is, so no provider can issue one or promise you one. We prepare and submit both applications with you.

Can I pay in PKR using JazzCash, Easypaisa, Raast, Bank transfer?

Yes. Your platform plan is billed in PKR via JazzCash, Easypaisa, Raast, Bank transfer, so you do not need a foreign-currency account for the subscription.

Do I need a new phone number for the WhatsApp Business API?

Not necessarily. If you migrate a number onto the API it leaves the WhatsApp and WhatsApp Business apps. If you use Coexistence instead, your number runs on the API and stays usable in the WhatsApp Business app, with recent chat history carried over. A fresh number is only needed when you want your current one left untouched.

Will my number get banned for bulk messaging?

Broadcasting is a supported feature of the official API, so you are not working against Meta the way an unofficial bulk tool does. What governs your number is your own sending: message only people who opted in, keep templates inside Meta’s Business Messaging Policy, and watch your quality rating. Meta can still restrict any account that breaks those rules, so we surface your quality rating rather than promise it can never happen.
