WhatsApp Business API Pricing 2026: Country-Wise Rates (Pakistan, UAE, India, USA & UK)
Most people find WhatsApp pricing confusing for one simple reason: the same message costs a different amount depending on who receives it. A sale alert to a customer in Lahore costs almost four times what it costs in Mumbai, and an OTP to London costs more than one to Dubai. On 1 October 2026 Meta changed several of these rates again. This page lists the current rates for the markets our customers send to most, shows what changed, and works through real examples so you can budget properly.

Quick answer: how much does the WhatsApp Business API cost in 2026?
You pay Meta for each delivered template message, at a rate set by message type and the recipient's country, plus your provider's platform fee. From 1 October 2026, a marketing message costs $0.0473 in Pakistan, $0.0118 in India, $0.0576 in the UAE and $0.0635 in the UK. Each business number gets 1,000 free service messages a month.

What changed in WhatsApp pricing on 1 October 2026?
Three things matter most. Pakistan's utility and authentication messages went from $0.0100 to $0.0150. Marketing in the UAE and Saudi Arabia went up to $0.0576. And service replies changed: each number now gets 1,000 free service messages a month, after which replies and utility messages inside the 24-hour window are billed at the utility rate.

- Lower utility and authentication rates: Bangladesh, Iraq, Nepal and Sri Lanka, which now have their own rates instead of a regional one.

How is WhatsApp Business API pricing calculated?
Four things decide what you pay: the message category, the recipient's country, your monthly volume for utility and authentication messages, and your provider's own fees. Meta sets the first three. The fourth is where businesses overpay, through a per-message markup, a bundle of credits or add-ons they did not need.

Meta decides a template's category when it reviews it. A message that promotes anything, even inside an order update, is marketing. Meta's template categorization guidelines give examples.
What are the WhatsApp Business API rates by country in October 2026?
The table shows Meta's per-message rates in US dollars from 1 October 2026, for recipients in each market. The US and Canada share one North America rate. Rates come from Meta's announcements and rate cards as published by several providers, so confirm the exact figure on Meta's current rate card before a large send.

When are WhatsApp Business messages free in 2026?
Fewer messages are free than before. Each business number gets 1,000 free service messages a month, and unused ones do not roll over. Conversations that start from a Click-to-WhatsApp ad or a Facebook Page button open a free entry-point window, which Meta says can last up to 7 days. Everything else is billed per message.
- Service allowance: 1,000 free replies per business number each month. After that, replies cost the recipient market's utility rate, with no volume discount.
- Utility inside the window: since 1 October 2026, utility templates sent inside an open 24-hour window are billable at the utility rate.
- Free entry point: ad and Page-button conversations. Some providers still quote 72 hours; go by Meta's documentation and your own invoice.
- Payment method: without a valid payment method on the account, service messages stop once the free 1,000 are used.

What does the same WhatsApp campaign cost in each country?
Take one month with 1,000 marketing messages and 2,000 utility messages. In Meta fees, that costs about $15 in India, $32 in North America, $77 in Pakistan, $79 in Saudi Arabia, $81 in Bangladesh, $89 in the UAE and $108 in the UK. The platform fee is extra and the same everywhere with most providers.

Two things stand out. In Pakistan, utility is now almost 40% of this bill, so order updates are no longer "nearly free". And in Bangladesh, marketing is most of the cost while utility is cheap, so the same playbook does not suit every market. If you sell across borders, budget each destination separately.
How do you pay for WhatsApp in PKR, INR or AED?
Meta's rates are set in US dollars, and most businesses outside India are billed in dollars, so your bank converts at its own rate. India is moving to rupee billing: eligible Indian businesses must switch their WhatsApp accounts to INR by 31 December 2026. Your provider's platform fee is separate and may accept local payment methods.
To estimate in your currency, multiply the dollar rate by the rate your bank actually charges. For example, at an illustrative PKR 280 per dollar, a Pakistan marketing message is about PKR 13.24 and a utility message about PKR 4.20. Check your own card statement for the real figure, since banks add their own charges.
On Cloud API plans are priced in US dollars and can be paid by JazzCash, Easypaisa, Raast or bank transfer. Meta's message fees are billed by Meta to the payment method on your WhatsApp account.
What is the WhatsApp authentication-international rate?
It is a higher OTP rate that applies when a business registered in one country sends authentication messages to users in certain other countries. On 1 October 2026, the number of markets with this rate went from 9 to 18. If you send OTPs across borders, this can multiply your authentication cost several times over.

Do WhatsApp volume tiers lower the price?
Only for utility and authentication messages. As your monthly volume in one market and category grows, each tier is charged at a lower rate, and the counter resets every month. Marketing and service messages get no volume discount, so high marketing volume never gets cheaper per message.
Tiers are counted per market and category across your whole business portfolio. The thresholds differ by market; for example, the UAE and Saudi Arabia tiers are reported to start at 100,000 messages a month. Most small and mid-size senders stay on the first tier, which is the rate shown in the table above.
How do provider fees and markup change your WhatsApp bill?
Meta's fee is the same with every provider. What changes is what the provider adds: a monthly platform fee, a per-message markup, credits that hide the real rate, or paid add-ons. Ask every provider for a sample bill that shows Meta's fees on separate lines. If they cannot show one, assume there is a markup.
Here is what a small per-message fee does at volume. Twilio, for example, publishes a $0.005 fee per message on top of Meta's charge. On the 3,000-message month above, that adds $15. At 100,000 messages it adds $500. That is a fair model for developers who want a raw API, but you should know it is there.

How can you reduce your WhatsApp Business API costs?
Target marketing messages first, because they are the most expensive and get no discount. Send them only to people who opted in and are likely to buy. Then keep templates honest so Meta categorises them correctly, encourage customers to message you first, and watch your free 1,000 service messages so a busy month does not surprise you.
- Segment before you broadcast. Messaging 2,000 past buyers costs a fifth of a 10,000-person blast, and those buyers are the ones most likely to order again.
- Let customers start the chat. QR codes, website buttons and Click-to-WhatsApp ads bring them to you.
- Keep updates factual. A utility message with a discount added becomes marketing.
- Use OTPs from the right country. Avoid the authentication-international rate where you can.
- Check for markup. Compare a sample bill against Meta's rate card.
