Verify the order before the courier becomes your fraud detector
If the first serious verification happens when the rider is already at the customer's door, the merchant has already spent packaging, handling and transport resources.
Where courier or logistics events are available, they can trigger the next messaging stage. Out-for-delivery can trigger a reminder, while a failed-delivery event can start an NDR recovery workflow.

WhatsApp policy: order confirmation still needs proper permission
WhatsApp's Business Messaging Policy says businesses may contact a person when the person has provided their mobile number and the business has received permission to send subsequent WhatsApp messages.
Business-initiated conversations use approved templates. For ecommerce, the practical solution is to make the checkout expectation clear: if order confirmation and delivery updates will come through WhatsApp, tell the customer.
The policy also requires a clear escalation path when automation is used during the customer-service window.
Keep transactional and promotional intent separate. An order-confirmation message should not secretly become a marketing campaign.

Pakistan compliance context
WhatsApp verification is an operational control. It does not replace the merchant's responsibilities under Pakistan's ecommerce, tax or consumer framework.
The Ministry of Commerce's ecommerce policy discusses consumer trust, customer support, dispute resolution and greater payment digitisation.
FBR Circular No. 02 of 2025-26, dated August 12, 2025, stated that the cash-transaction limit applied to ecommerce COD orders is PKR 200,000 for the purpose described in section 21(s) of the Income Tax Ordinance.
