How Pakistani Businesses Use the WhatsApp Business API in 2026: Shared Inbox, CRM, Automation, COD and OTP
Most businesses in Pakistan don't come to the WhatsApp Business API because they want "an API". They come because five people are answering customers from one phone, COD orders keep getting refused at the door, or the sales team loses leads in personal chats. This guide is about those problems, and what a Pakistani business actually builds on WhatsApp to fix them.

Quick answer
The WhatsApp Business API (Meta calls it the WhatsApp Business Platform, and the hosted version is the WhatsApp Cloud API) lets a business connect WhatsApp to software instead of a single phone. Pakistani businesses use it for a shared inbox with multiple agents, a WhatsApp CRM, automation and AI replies, COD order confirmation, OTP codes and official bulk campaigns with approved templates. You pay Meta per message (for example $0.0473 for a marketing message to a Pakistani number) plus your provider's platform fee. It isn't free, but for the right use case it pays for itself quickly.
When the WhatsApp Business App stops being enough
The free WhatsApp Business App is great when one or two people handle chats by hand. It starts to break when:
- several agents need to answer from the same business number without passing a phone around;
- a manager wants to see who replied, who didn't, and which lead belongs to whom;
- you need messages to fire automatically from your store, CRM or software;
- you want to run campaigns without risking a ban from grey-market bulk senders.
That's the line where the API makes sense. The app is something a person uses. The API is infrastructure your software uses, so every chat can be assigned, tracked and automated. If you want the full comparison, read WhatsApp Business App vs WhatsApp Business API. And if your team still loves the phone app, Coexistence lets you keep using it on the same number while the API handles automation.
What Pakistani businesses actually build on the WhatsApp API
| Problem | What gets built | Typical users |
|---|---|---|
| Five agents, one phone | Shared inbox with chat assignment, notes and history that stays with the business | Support teams, clinics, schools, travel agencies |
| Leads lost in personal chats | WhatsApp CRM: every chat becomes a lead in a pipeline with an owner | Real estate, car dealers, education consultants |
| Same questions all day | Automation and chatbots: timings, prices, menus, lead qualification | Restaurants, salons, gyms, institutes |
| Questions a menu can't answer | AI agent trained on your own information, with human handover | Ecommerce, SaaS, service companies |
| Fake and refused COD orders | COD confirmation before dispatch, then shipping updates | Online stores on Shopify, WooCommerce or custom sites |
| Login codes via expensive SMS | WhatsApp OTP with authentication templates | Fintech, apps, marketplaces |
| Promotions without a ban | Official campaigns with approved templates to opted-in contacts | Retail, ecommerce, events |
Shared inbox for multiple agents
One number, one inbox, many agents. Chats get assigned to the right person or department, a colleague can pick up where someone left off, and when an employee leaves, the customer history stays with you instead of walking out on their phone. For a hospital with separate OPD, lab and billing teams, or a school handling admissions and fee queries, that alone justifies the move.
WhatsApp CRM for sales teams
Replying faster isn't the real goal for a sales team. Knowing which leads are new, qualified, waiting for a follow-up, won or lost is. A WhatsApp CRM turns each conversation into a lead with an owner and a stage, so nothing sits unanswered for three days. We've written a full WhatsApp CRM Pakistan guide for sales and support teams.
Automation, chatbots and AI agents
Automation starts simple: an instant reply with office timings, or a menu that routes "Admissions" and "Fees" to different people. The next step is qualifying leads automatically: where did they come from, what budget, which city, then assign them to the right salesperson and follow up if they go quiet.
An AI agent goes further. A customer can type "Growth package mein kitne agents milte hain aur Shopify connect ho sakta hai?" and get a proper answer from your own information, in the mix of Urdu and English people actually write in. Keep a human in the loop for anything involving money, refunds or promises. Not sure which you need? See WhatsApp chatbot vs AI agent.
Official bulk messaging and campaigns
Bulk messaging on the API is allowed, but it isn't a free-for-all. Campaigns go out as Meta-approved templates, only to people who opted in. New business portfolios start at 250 unique recipients a day outside the customer service window, move to 2,000 after business verification, and scale up from there with good quality. Unofficial "bulk senders" that automate the phone app skip all of that, which is exactly why they get numbers banned. Our guide on protecting your quality rating explains how to scale campaigns safely.
Ecommerce: COD confirmation, Shopify and WooCommerce
Cash on delivery is where WhatsApp automation earns its keep fastest in Pakistan. Every fake or refused COD order costs you courier charges both ways. A WhatsApp confirmation before dispatch filters a lot of them out.
Unconfirmed orders can get a reminder, a call from your team, or be held back. The same store can recover abandoned carts and send post-purchase messages from the same number. On Cloud API connects with Shopify and WooCommerce for these flows. See our step-by-step guides on COD order confirmation and RTO reduction and abandoned cart recovery on WhatsApp.
WhatsApp OTP in Pakistan
Login and verification codes use Meta's authentication category, with their own template type and their own rate, separate from marketing. For a Pakistani number that's $0.0150 per code from 1 October 2026. Authentication templates support a copy-code button, so users don't have to type the code. One thing to check if your company is registered outside Pakistan: Meta can charge a higher Authentication-International rate ($0.0750 for Pakistan) on OTPs sent across borders.
For developers: integration, webhooks and access tokens
Business owners search "WhatsApp automation". Developers search "WhatsApp API integration", "webhook" or "access token". It's the same need from two sides: when something happens in one system, something should happen on WhatsApp, and the other way round.
- Sending: your Laravel, PHP, Node.js or Python app calls the Cloud API's messages endpoint with an approved template or a reply.
- Receiving: webhooks tell your app about incoming messages and delivery statuses.
- Auth: production apps use a system user access token, not the temporary test token.

What the WhatsApp Business API costs in Pakistan from October 2026
There are two separate costs: Meta's per-message charge and your provider's platform fee. Meta's rates for messages to Pakistani numbers change on 1 October 2026:
| Message type | Until 30 Sep 2026 | From 1 Oct 2026 |
|---|---|---|
| Marketing | $0.0473 | $0.0473 |
| Utility | $0.0100 | $0.0150, also charged inside the 24-hour window |
| Authentication | $0.0100 | $0.0150 |
| Service replies | Free | First 1,000 per number each month free, then $0.0150 |
A quick example. A store sending 3,000 COD confirmations and 2,000 marketing messages a month, with 2,500 support replies on one number, would pay Meta about $162.10 (roughly PKR 45,100 at PKR 278 to the dollar): 3,000 × $0.015 for confirmations, 2,000 × $0.0473 for marketing, and 1,500 × $0.015 for the replies past the free 1,000 from October. That's before the platform fee.
On Cloud API passes Meta's rates through with 0% markup, with plans from PKR 2,849 a month for the shared inbox, automation and CRM, and payment in PKR by JazzCash, Easypaisa, Raast or bank transfer. How to get the WhatsApp Business API in Pakistan
- Pick a number for the API: a new SIM or landline, or your existing business number (Coexistence can keep the app working on it).
- Sign up with a provider and connect through Meta's Embedded Signup. This creates your Meta business portfolio and WhatsApp Business Account if you don't have them.
- Verify your business with SECP or firm registration and your NTN, and a live website. This lifts your messaging limit and unlocks the blue tick request later.
- Set up templates, users and the inbox, then turn on the automations you need: COD confirmation, auto-replies, CRM stages.
- Start with real customers who opted in, and grow campaign volume gradually.
Documents, plans and the blue tick are covered on our WhatsApp Business API Pakistan page and in WhatsApp Business API in Pakistan: 0% markup and free blue tick. It works the same in Karachi, Lahore, Islamabad or anywhere else in Pakistan; onboarding and support are fully remote.
How to choose a WhatsApp API provider in Pakistan
Don't pick on the cheapest monthly plan alone. Ask each provider:
- Is it the official Meta API, or WhatsApp Web automation dressed up as one?
- What is Meta's charge, and what do you add per message on top?
- How many agents and numbers are included, and what do extra seats cost?
- Are the shared inbox, CRM, automation and AI included, or paid add-ons?
- Do you connect with my store or CRM, and do I get API and webhook access?
- Can I pay in PKR, and who helps me when a number gets restricted?
A cheap plan with five paid add-ons isn't cheap. A big plan is a waste if you only need API access. We've compared the main options in best WhatsApp Business API provider in Pakistan (2026).
Frequently asked questions
What is WhatsApp Business API in Pakistan?
It's Meta's official way for businesses to use WhatsApp through software instead of a single phone, also called the WhatsApp Business Platform or WhatsApp Cloud API. Pakistani businesses use it for a shared inbox with multiple agents, a WhatsApp CRM, automation, AI replies, COD order confirmation, OTP codes and official campaigns.
Is WhatsApp Business API free in Pakistan?
No. Meta charges per delivered message by category: from 1 October 2026, $0.0473 for marketing and $0.0150 for utility and authentication messages to Pakistani numbers. Each number gets 1,000 free service replies a month, after which replies cost $0.0150. Your provider also charges a platform fee. On Cloud API plans start at PKR 2,849 a month with 0% markup on Meta's rates.
Can multiple agents use one WhatsApp number?
Yes. With the WhatsApp Business API and a shared inbox, many agents can answer from the same business number. Chats can be assigned, notes added, and the conversation history stays with the business rather than on an employee's phone.
Can I send bulk WhatsApp messages in Pakistan?
Yes, through the official WhatsApp Business API using Meta-approved templates and only to people who opted in. New business portfolios can reach 250 unique people a day outside the customer service window, rising to 2,000 after business verification and higher with good quality. Unofficial bulk senders that automate the phone app break WhatsApp's terms and often get numbers banned.
How does WhatsApp COD confirmation work?
When an order is placed, the store sends a WhatsApp utility message asking the customer to confirm or cancel before dispatch. Confirmed orders ship, and unconfirmed ones get a reminder, a call or are held back. It reduces fake and refused cash-on-delivery orders and works with Shopify, WooCommerce and custom stores.
Can I send OTP codes on WhatsApp in Pakistan?
Yes. OTPs use Meta's authentication template category, which costs $0.0150 per message to a Pakistani number from 1 October 2026 and supports a copy-code button. Businesses registered outside Pakistan may be charged the higher Authentication-International rate of $0.0750.
Can the WhatsApp Business API connect with a CRM or website?
Yes. It can connect through native integrations, the API and webhooks. Your website, store or CRM can trigger WhatsApp messages, and webhooks send incoming messages and delivery statuses back to your system. Developers commonly integrate it with Laravel, PHP, Node.js, Python or no-code tools like n8n.
Is WhatsApp Cloud API the same as WhatsApp Business API?
Practically, yes. WhatsApp Business API is the common name. Meta's current product is the WhatsApp Business Platform, and the Cloud API is its Meta-hosted version, which is what most providers, including On Cloud API, use today.
What do I need to get WhatsApp Business API in Pakistan?
A phone number for the API, a Meta business portfolio, and business details for verification such as SECP or firm registration, an NTN and a live website. A provider like On Cloud API connects you through Meta's Embedded Signup and helps with templates, verification and setup.
Want to see it working for your business? On Cloud API is a Meta Verified Tech Provider on the official WhatsApp Cloud API, with a shared inbox, CRM, automation, AI agents and Shopify/WooCommerce flows, 0% markup on Meta's rates and PKR billing. Get started in Pakistan.
